DNR can regulate ballast, some say

Some Wisconsin conservationists think they have found a secret weapon in the fight to slow the spread of invasive species in the Great Lakes: the law.

The Wisconsin Wildlife Federation is leading a coalition of about a dozen environmental organizations that claims the Wisconsin Department of Natural Resources has the authority under existing law to regulate ballast water discharges from oceangoing freighters.
