In 2009 the U.S. Environmental Protection Agency determined numeric criteria for limiting the concentration of nutrients, such as nitrogen and phosphorus, in Florida waters. A new National Research Council report found that the costs of switching to these criteria from the current standards are expected to exceed EPA estimates. Improved cost analyses that describe how the criteria would be implemented over time would help resolve discrepancies in cost estimates by EPA and other stakeholders. Ultimately, the costs will be small relative to the total costs that will be required to restore Florida's waters.
