This goal of the WPA is to continue to provide small awards to state energy offices (SEO). State recipients will continue to focus on state level technical assistance and outreach initiatives to stimulate wind development by helping to remove market barriers, improve the knowledge of modern wind systems and benefits to the numerous stakeholder groups. Due to limited funding availability, WPA has been forced to identify and prioritize states that offer the greatest opportunity for return on limited funding resources to stimulate wind development. The following 22 states have been targeted as priority WPA states based on programmatic criteria: Arkansas, Colorado, District of Columbia, Georgia, Hawaii, Idaho, Illinois, Kansas, Maine, Missouri, Montana, North Dakota, New Jersey, New Mexico, Oklahoma, Oregon, Pennsylvania, Tennessee, Washington, West Virginia, Wisconsin, and Wyoming.
