'open and transparent' i.e. something to hide?

The authors of a study on low lake levels in Lakes Michigan and Huron need to learn the meaning of 'open and transparent' and start releasing information to the public... the study's authors promised that their $3.6 million investigation would be "as open and as transparent as possible."

That hasn't exactly been the case. "As closed and secretive as possible" might be a better description of the authors' approach to releasing information to the public. That needs to change, especially if the authors hope to foster in the public any confidence in the value of their study.

Noah Hall, a professor at Wayne State University who was heavily involved in the crafting of the Great Lakes compact, asked a good question: "What are they hiding?"
