EPA Proposing Increased Stringency of Leak Definitions for Pumps and Valves

The EPA has reviewed the emission standards for volatile organic compounds contained in the standards of performance for equipment leaks of volatile organic compounds in the synthetic organic chemicals manufacturing industry and equipment leaks of volatile organic compounds in petroleum refineries and is proposing amendments to these standards based on this review.

Specifically, EPA is proposing amendments to increase the stringency of the leak definitions for pumps and valves. Several technical clarifications and corrections to existing provisions are also being proposed. The clarifications and corrections in the regulations would apply to all sources that are subject to rules that reference these regulations.

Comments on the proposed amendments must be received on or before January 8, 2007.
