Adherence to Fed-OSHA rules would better protect 8.5 million public workers in the 26 states that allow local governments to voluntarily set their own safety and health standards for their employees. In Florida, which dropped such protections for local and state public employees, it would come too late for two Daytona Beach employees who were killed in a chemical explosion in early 2006.
