Where's Wisconsin on limiting water exports?

Will Wisconsin be the holdout state for the last, best hope for Great Lakes protections?

Will anyone in the Legislature assume and exercise real leadership on this issue?

Is there a fearless steward of the Great Lakes in state government, anywhere?
