DAILY GREEN - At least four European cities are following London's lead and imposing "congestion pricing" fees on drivers who enter the cities during hours when traffic is at its worst. . . According to USA Today, Milan in Italy, and Berlin, Cologne and Hanover in Germany instituted congestion pricing Jan. 1.

- China's State Council put a nationwide ban on plastic bags. The cabinet has demanded all stores (from major supermarkets to small shops) go plastic bag-free after June 1. According to the Daily Mail, China uses more plastic bags than any other country.
