Rep. Tammy Baldwin (D-Wis.) on Sept. 9 introduced a bill that would direct the U.S. Environmental Protection Agency (EPA) to establish a carbon labeling program for consumer products and a related voluntary carbon disclosure program.
H.R. 3543 would allow manufacturers to report the emissions from a life cycle analysis of the product and to label products with information about the amount of greenhouse gas emitted during the manufacturing and use of the product. An EPA feasibility and implementation study would precede introduction of the programs.
An amendment to H.R. 2454, the House energy and climate change bill, was introduced in May by Rep. Baldwin and contained similar language.
