Texas City Mayor Blasts Record-Setting Fine to BP Mayor Matt Doyle lashes out at Fed-OSHA for its $87 million fine against BP's Texas City refinery, calling it "one of the biggest affronts to the working men and women of this country." The agency proposed the record fine for a lack of compliance at the Texas City refinery following the March 2005 explosions that killed 15 people and injured scores more.
