CBO - S. 3539 would authorize a program for the Environmental Protection Agency (EPA) to provide grants to state, tribal, and nonprofit agencies for ecosystem restoration projects and habitat improvement in the San Francisco Estuary. Assuming appropriation of the necessary funds, CBO estimates that implementing S. 3539 would cost $23 million over the 2011-2015 period.
