Oceangoing cargo ships will be required to treat ballast water with ultraviolet light, chemicals or other methods before dumping it in United States waters, the Coast Guard announced Friday, under a rule intended to prevent the introduction of invasive species that damage the environment and cause billions of dollars in economic losses.
