Starting next year, the city’s Department of Environmental Protection will offer $125 vouchers to homeowners and landlords who replace their water-guzzling toilets with models that use less than half the water. The rebate, which covers most of the cost of the typical toilet, is expected to pay for 800,000 new ones and to reduce water use by 3 percent a day, or 30 million gallons over all, city officials said.Low-flush toilets may soon grow more appealing under a Bloomberg administration plan to get New Yorkers to conserve more water.
